December Fire/EMS Calls:

AFG Grant:

            We have officially completed the AFG grant and have received a good portion of the equipment. Some of the equipment was on back order and will be in within the next few weeks. The following is what was received and done at the station to put the equipment in service:

 

3- Portable Fire Pumps

1000 Feet of 3 Inch Hose

1 Float Pump

14 Fire Helmets

14 Flash Lights

Partial Order of Fire Boots

28 Foot Extention Ladder

A Frame Ladder

6 Sections of Flex Suction Draft Hose

1 Float Strainer

 

Cleaned out the old 5” hose out of the current hose truck, and then cleaned out the bed of the truck and placed all the new 3” hose in the bed of the truck. Also placed four sections of the Flex Suction Draft hose and the on float strainer on the hose truck.

 

Assembled two of the portable fire pumps and got them in operational condition to have them ready for use. The will be placed on the back of the current hose truck temporarily to be used until a better plan is in place.

 

Placed the 28 foot extension ladder on the current Tender, and placed the A frame ladder on the mini pumper so that they would be able to be used if needed. 


Cleaned and reorganized the gear room downstairs to get prepared for the new gear.



Received Training books and DVD’s and will be utilizing those for training for the department.

 

Purchased a new EMS training Mannikin for CPR/ALS Skills. This mannikin will be able to be utilized by everyone, Island Responders, EMT’s, Paramedics, as well as the community to teach CPR.

  

Training: Target Safety Training is complete and Rocky Parker is setting everyone up in the system now. Should have everyone set up soon, he will contact everyone when he has that completed.

 Department training for January will be the 2nd and 4th Tuesday of the month.

 

House Numbers: Handed out (10) house numbers.

 

Scheduling: For December we had several Volunteers out to help out.

 

Polaris: Our Polaris vehicle is having some mechanical issues. We had Charlotte County Maintenance come out and take a look at it and they determined that it needed to go off island to have work done to the transmission. We are not sure how long they will have it.

  

Budget: I am in the process of analyzing the budget, and also doing a salary survey for the department to make sure that the department keeps within the $98,000.00 salary cap. I plan to have an update at the next month’s board meeting.

  

To Do List: I want to let the board know that I have a To Do list that is in an excel spreadsheet format that has a list of various things going on within the department that I feel are important for the board to know about. I would like to email the board on a regular basis to keep you up to date on the progress and or just to keep you informed on what is going on with the department.

  

I think we had a pretty good year in 2011, and I am really looking forward to what 2012 has in store for Little Gasparilla Island Fire & Rescue, and for the Community we serve.  I want the Community to know that we are your Fire Department and if there is ever anything you need from us to please let us know.

November 2011 Fire Chief’s Report

 

·        Fire/EMS Calls:  We ran 2 emergency calls successfully.  We also provided a few public assistance calls. The following are the breakdown of the calls:

o   1- EMS           Injured Person

o   1- Fire            Brush Fire

·        Volunteers:  There were 3 days where we had extra staffing of volunteers.  Some days with up to 3 personnel. 

·        Medication Acquired: we have restocked as needed. 

·        House Numbers: REMINDER - they are in!!!  Anyone still needing their house number can call us and arrange to pick it up or we can drop it off. 

·        Red Dot Program:  We have the forms.  It will contain any medical information we may need to help treat you.  You keep one copy and mail in the other.  It is good to make several copies so you can just give one to the crew to take with them.

·        911 Refrigerator Forms: Still available.  All of the forms and street numbers are together so that we can get them out to you when you stop by. 

·        Ongoing computerized training: Bob Combs is still working on some solutions for EMS, we have received a grant for fire training that we will be able to utilize through Target Safety which is an online fire training program. There will be more to come on that once it is all finalized.

·        Stores:  numerous trips as always to keep us running.  Wal- Mart, Publix, Medicine Shoppe, Lowes, Home Depot, etc.

·        Scheduling: December is getting covered, and I will be working on getting some Volunteers to come out as well to try and get some extra coverage especially on the Holiday weekends etc. We will also start working on January’s schedule.

·        Station and Truck Tours: We have had many come by and we are always happy to show people around the equipment or station. We really enjoy doing this, as we know that the kids love to come and see the station and the fire trucks. I want to give a special thanks to Darren Cockerham, he gave a tour with a family earlier in the month then took the trucks down to the Hideaway ponds and did some pumping with the new Chief and the kids that stopped by the fire station, and let them spray water out of the fire hose, and you would have thought that was the best thing that ever happened in their lives. One little girl was all grins and gave Darin a BIG hug afterwards. That’s why I do this job. That is why we have the good people we do working for our department. It is the little things like that that make a difference.

Grants  

·        The department has officially received the AFG grant and in the process of purchasing equipment at this time. Some of the equipment is bunker gear, boots, portable pumps, float pump, thermal imaging camera, 30-foot ladder, 16-foot roof ladder, 10 foot “A” frame ladder, and some flash lights. I am working to get all equipment finalized and ordered or picked up.

REPAIRS:

·        Tarpon Reality finished some repairs at the station.

TRAINING OFFERED: (1ST and 3rd Tuesdays from 6:30 to 7:30)

·        November 1st EMS Training Moving Patients

·        November 8th First Aid and CPR completed for Hideaway Captains, thanks to Don Little for completing this.

UPDATES:

·        Grants:  As mentioned, they are ongoing.

·        Meeting: I met with Chief DiDio with Charlotte County that went really well, he is looking at getting all the local Fire Chiefs together once a quarter for a meeting to see how things are going with mutual aid, training etc. Also met with Doug Blevins in radio communications about replacing a couple of hand held radio batteries, and he informed us about some updates to the radio system that will be occurring in the near future.

·        Medical Supply Request from Charlotte County: They have replaced all items we utilized on calls.

 

I want to take this time to thank board for considering me and hiring me for the Fire Chief position. I have really enjoyed the first few weeks, and I am looking forward to the future. I want to thank everyone that has welcomed me and helped me learn the island and the department.

 Finally, after an extensive search, the Board has hired a new live-on-island Chief.  I will let them introduce him but I want to welcome him aboard.  I’m sure he will do a great job.  I will certainly look to help him in any way possible to ensure the continued success and growth of LGIFR.  Here are some of the other happenings for the month.

·        Calls:  We ran 7 emergency calls successfully.  We also provided numerous minor assessments not needing further attention as well as being out and assisting the public.

·        Volunteers:  There were 9 days where we had extra staffing of volunteers. Some days with up to 3 personnel. 

·        Medication Acquired: we have restocked as needed.  This was again done through and in cooperation with Dr. O’Leary.  We have also purchased a few more items so that we have a full second responder pack.

·        House Numbers: REMINDER - they are in!!!  Anyone still needing their house number can call us and arrange to pick it up or we can drop it off.  We can come by and help locate the best place to install the placard for our visibility.  We’ll even help you install it if you need help.  Thank you to everyone for being so agreeable.  If we can’t find you, we can’t help you!

·        Florida State Fire College: Barb Travers provided me with all of our personnel’s necessary information to accomplish this.  This is vital and time sensitive to keeping everyone certified.  I have now completed the entry process for all PT and volunteers.

·        Ongoing computerized training: Still looking into options to help keep everyone up to date especially with the required EMS hours mandated.  I have found several options and we will continue to evaluate.  We are hoping to find a grant to help pay for this.

·        Stores:  numerous trips as always to keep us running.  Wal- Mart, Publix, Medicine Shoppe, Lowes, Home Depot, etc.

·        Scheduling: November has been covered fully.  December will be planned when the new Chief arrives and advises what days need coverage.

·        Station and Truck Tours: We have had many come by and we are always happy to show you around the equipment or station.  Please call first so you know we are in.

·        Meetings: There have been countless meetings held at the fire house.

·        Inspections:  the DOF’s (Division of Forestry), Rick Cristman, was out to inspect our Tenders.  Remember they are a lease for $1 each/yr.  Also, they verified the skid and tank on Squad 1.  I’ve known Rick and worked many brush fires with him through the years.  Everything is in order with the exception that we need to paint T-2 before next year’s inspection.

DONTATIONS:

·        1 ¾” hose – 100’s of additional feet donated by Long Boat Key Fire Rescue.

·        2 ½” hose – 100’s of additional feet donated by LBK.

Grants  

·        Still being worked on to purchase new pumps, a TIC (thermal imaging camera), new bunker gear, continuing education and moreSizing has been completed.  Several have now began being

REPAIRS:

·        Tarpon Realty has completed repairing the “new” leak and also re-piped the previous one that had been patched temporarily.  They have also replaced the damaged ceiling in the bunk room.

·        Trimming of trees is still an ongoing battle.  Ron Watson is still our man.  (monthly/quarterly).  Now that it is getting into fall and winter the foliage will reduce and it is an excellent time to trim back.  It is helpful to clear the roadways and also wise to clear anything back from your home.

·        The yellow house on Rum Runner is now ready to go and the Chief and his family will soon arrive and make it a home.  Hopefully, for many years to come.  Treat them all well.

·        Charlotte County has completed the work on EMS-1 (the Polaris) including the bendix, gasket, oil and a tune up.

·        Tender #1 – brakes need professional repair.  Bleeding or more.

·        Tender #2 – battery needs replacing.  Chuck is on it.

·        Hose Truck – needs professional carburetor work.  FF/PM Simcic is looking for a replacement part.

·        Now that the Chief is coming, I have contacted a mechanic in regards to doing some of our repair work.  I am awaiting his response.  This is not the easiest place to bring out tools/equipment as you all know.

·        2 ½” hose has been added to the mini-pumper yet again.  Several of the old ones needed replacing.

·        2 ½” hose has also been added to Squad-1 to allow it to be much more diverse.

TRAINING OFFERED: (1ST and 3rd Tuesdays from 6:30 to 7:30)

·        October 4 – Primary and Secondary Surveys

·        October 18 – Primary and Secondary Surveys

·        Other classes and training conducted included Protocols, Narcotics, OB, ACLS recertification, ECG interpretation and Pumping hand lines.

·        FF/PM Little recertified the Hideaway Captains in CPR and First Aid.  This was a must for their inspection.  Congrats to them on passing the classes and the inspections.

UPDATES:

·        Grants:  As mentioned, they are ongoing. 

·        Medical Supply Request from Charlotte County: They have replaced all items we utilized on calls.

 

With the new Chief’s arrival I will no longer need to work FT for LGIFR; however, I have become quit attached to the island and made many friends here.  I expect to still be out PT or hold a position if needed by the Chief.  With that in mind, I have taken a position with Lee Memorial Hospital.  It is an excellent opportunity for me to continue using my paramedic training and they have a fantastic organization.  I have also tested for a FF/PM position with Charlotte County Fire/EMS .  I have been impressed with them from the Chief to the line personnel and I am excited and hopeful for the opportunity to work for them in the near future. 

In conclusion, we are doing everything we can to make LGIFR successful.  Thank you to all of the responders that have come to the scenes to help as well as Sta. 4 and 14 crews.  Thanks to those that have picked up their new address numbers and paperwork.  Thanks for the rides to the main land from everyone that has been filling in while Bob Barrere has been away.  Everyone please wish him the best and get back soon.  Thanks to Pede and Barb for payroll, Glen for fuel, Kevin and the Hideaway crew for the tools and transports.  Thanks to Chuck for working on his projects.  Thanks to Fred for inviting me out to Little Gasparilla and putting in many hours to keep this place running until we could carry the load.  Thanks to Dr. O’Leary, Chief Didio, D/C Taylor, D/C Fair and the mechanics.  Also, I personally want to thank the PT personnel and Volunteers that have allowed me to succeed as the Interim Chief.  We were asked to keep it running for a month or two while the Chief search occurred.  It took 7 months but it was hopefully well worth the wait.  Again, please wish the new Chief and his family well when they arrive.  To my understanding, he is expected to start shift work on November 21, 2011.

Chief Combs’ Report for September 2011

 

          &n bsp; Hello again everyone, I hope all are well.  Another month has passed.  The list below will give you a brief insight of the ongoing activities.  I keep thinking the list will decrease as we progress but we’re not to that point.  As they get shorter, that will be a good sign.

·        Award Received: State Fire Marshal Florida Fire Incident Reporting Section Certificate of Appreciation for 100% NFIRS and FFIRS program completion.  We are well on the way to receive one next year again!

·        Calls:  We ran emergency calls successfully.  We also provided numerous minor assessments not needing further attention as well as being out and assisting the public.

·        Volunteers:  We are up to 10 and still looking.  There were 10 days where we had extra staffing of volunteers.  Some days with up to 3 personnel.  In recognition of our accessibility I will be requiring 40 hours per month.

·        Medication Acquired: we have restocked as needed.  This was again done through and in cooperation with Dr. O’Leary.  Also, we are researching possible companies to supply most every need.

·        House Numbers: REMINDER - they are in!!! We gave out as many as we could during the fund raiser last month and while driving around.  Anyone still needing their house number can call us and arrange to pick it up.  We can come by and help locate the best place to install the placard for our visibility.  Thank you to everyone for being so agreeable.  If we can’t find you, we can’t help you!

·        Station Safety: REMINDER - I have enforced a station locked policy.  After 9/11 most FDs and many businesses have went to a coded entry system that only the FF’s know.  This is my personnel’s home for the day.  They have valuables or could be in the shower, etc. and deserve privacy.  We also keep our extra supplies here so we must maintain security.  Sorry for any inconvenience.

·        Meetings: There have been countless meetings held at the fire house.

·        Phone Meetings/Info. Gathering:  contacted Chief Lane of Englewood and Chief Bearse of Nokomis for information on the requirements for the volunteers.

·        Q/A Meeting: Dr. Dan O’Leary, Chuck Soderquist, Kevin Whispell and I were in attendance.  We are required to meet and cover matters in regards to EMS.  We discussed several topics and the meeting went well.  Dr. O’Leary is positive and happy with our progress.

DONTATIONS: (SLOW month, we’ve been spoiled lately)

·        Grants – still being worked on to purchase new pumps, a TIC (thermal imaging camera), new bunker gear, continuing education and moreSizing has been completed.

REPAIRS:

·        Tarpon Realty has been contacted in relation to A/C, water pipe leak, missing kayaks and the ceiling. 

·        Update:  a/c has been fixed, water pipe leak is located, missing kayaks were moved by Tarpon, and the ceiling is scheduled and work started in Oct.

·        I have created guidelines for A/C ops and filter changing schedule to help with maintenance of the system.

·        Trimming of trees is an ongoing battle.  Ron Watson is still our man.  (monthly/quarterly)

·        The yellow house on Rum Runner is still being revamped for a potential new Chief.  I know Glen, Sari, Midge and many others have helped.  Still a work in progress.

·        Seafoam additive utilized for the vehicles that will allow it.  Also, Stabil has been used. 

·        Charlotte County has exchanged out extinguishers on the Polaris so that the old ones can get tested on schedule.  They were also contacted for status update on the Bendix, gasket, oil and a tune up.

·        Tender #1 – brakes need professional repair.  Bleeding or more.

·        Tender #2 – air added to the slow leaking tire.

·        Both tenders cleaned and re- organized.

·        Hose Truck – needs professional carburetor work.  FF/PM Simcic is looking for a replacement part.

·        Mini-pumper – solenoid burned up.  Chuck has now replaced it.

·        We may have an opportunity to get some mechanics out here to go over our equipment in exchange for staying at the Yellow house while doing it.  Unable to schedule yet.  They are working on the floors.

·        2 ½” hose has been added to the mini- pumper

·        Exhaust Fan on mini-pumper tune up


 

TRAINING OFFERED: (1ST and 3rd Tuesdays from 6:30 to 7:30)

·        September 6 – gear sizing cancelled

·        September 13 – gear sizing completed.  Red Bag class.

·        September 20 – Pt assessment (SAMPLE and OPQRST)

·        September 27 – Pt assessment class #2 (SAMPLE and OPQRST)

·        Other classes and training conducted included Protocols, Narcotics, OB, ACLS recertification, Pumping hand lines, Float-a-pump, drafting and more

·        NOTICE:  We have changed the classes to ONLY the 1st and 3rd Tuesday of the month.  As we move into a new con-ed program there is one topic per month.  We will make a version of the same class for the month with 2 offerings.  We will conduct the class and then the responders will have 2 weeks to review and study material and practical standards.  Then, in the second class we will be able to assess the improvement. 

UPDATES:

·        Grants:  As mentioned, they are ongoing.  Getting closer.  I and many others have put a great amount of input on our wishes for what we think will help us.  Ultimately, it will be the board that approves what is purchased.  We are creating a tool box of equipment.  We may not have the manpower to utilize everything but when our mutual aid arrives they will be able to assist us.  Remember, they will not be able to bring it with them so we have to have it here.  The Safer Grant which helps with paying for manning should be available soon and I have “heard” that those currently receiving it will again if they apply.

·        Hep-B series: REMINDER I have received one request.  In light of that we have decided that they will be able to get the series done at the health department of a clinic and they will be reimbursed.  This will allow them to go at their convenience and eliminate our need to order excess amounts not needed.

·        Driving of Vehicles:  Vehicles are operated/pumped daily.  Driving is to be done once a week.  Currently we can’t drive the White Tender due to brake issues.  All of the other vehicles have been.  Again, there are some new long checks for consistency.

·        Medical Supply Request from Charlotte County: I met with Deputy Chief Taylor, Deputy Chief Fair and Chief Didio with Charlotte County. They will write us a letter, if needed, requesting that the vendors honor the prices given to Charlotte County.  In addition, they will continue to exchange items that we use on the call since they would have had to use it as well.  We are working with BoundTree Medical but will be assessing others.

·        Some upcoming issues still needing to be addressed:  1) We will need to test any bunker gear we do not replace via the grant to ensure safety.  2) We will need to hydro test SCBA bottles that are out of date so we have back-ups.  3)  Purchase new or test current extinguishers before going out of date.  These are periodic expenses that can’t be avoided.  They have been included in budget proposals that have been presented to the board so they will become a line item in the future.  They can be offset so that each doesn’t occur in the same year.

·        New Live on island Chief Candidates: The selection committee was down to two candidates.  Neither candidate worked out.  The search has begun again.  Several people have been out to assess the island.

I continue to work in a forward direction and expect to be a part of LGIFR’s future.  If the perfect fit Chief is found and can live here then there are advantages.  That remains the first option of the Board.  

In conclusion, we are doing everything we can to make LGIFR successful.  Thank you to all of the responders that have come to the scenes to help as well as Sta. 4 and 14 crews.  Thanks to those that have picked up their new address numbers and paperwork.  Thanks for the rides to the main land from Bob and everyone else.  Thanks to Pede and Barb for payroll, Glen for fuel, Kevin and the Hideaway crew for the tools.  Thanks to Chuck for working on his projects.  Dr. O’Leary, Chief Didio, D/Cs Taylor and Fair for always being available.

Chief’s Report for August 2011

 

          &n bsp; Hello to everyone, I hope all are well.  We have made it through another successful Labor Day.  We have had a good month in front of and behind the scenes.  The list below will give you a brief list of what we’re working on.  You should be noticing the same faces more often now, I have created a working list of personnel that are here regularly and only fill in open days where needed.  This has been an easy process because it has come from their repeat interest in Little Gasparilla and wanting to help.

In case I haven’t made it clear in the past, I want to thank each of our part time Professional and Volunteer firefighters/paramedics (and EMTs).  They have stepped up and helped me in any way I have asked.  With our limited budget they work for almost minimum wage and handle themselves as any professional making more money in a full time position would.  Our volunteers, like our island responders, work for free.  It is important to remember that because those that do this job ultimately do it for the love of helping others.  We are not interested in politics or competitions but working together as a team in the best interest of our residents and visitors.  As long as I am the Acting Chief, or involved, I will encourage and promote a family/team environment.  Please take any opportunity to thank them and show them the respect that their dedication have garnered.  Especially as we come upon the 10 year anniversary of 9/11.  Again, thank you to each and every one of you.

If I forget something or someone I apologize:

·        Calls:  We ran 6 emergency calls in August.  We also provided numerous minor assessments not needing further attention as well as being out and assisting the public.

·        Personnel: We have stopped bringing on new P/T personnel for now.  I am concentrating on volunteers now.  Also, we have a new LGI responder that is a retired nurse and EMT.  Patti has already attended a class and helped out.  There were 9 days with two personnel and 4 days with three.

·        Volunteers: As mentioned last month we are up to 9.  Welcome aboard to Amy Cranndall – she works FT for Highlands county EMS but wants to move into a FT fire/rescue dept.  Ray Wiegand – he works for Lee County EMS but loves is a FF as well.  Erich Smith – is a boat captain looking to find a FT fire/ems position.  Tony Hamby – is also looking for a career position in the future.  In the meantime they are a benefit to us and we will do what we can to help them get experience, hands on practice and maintain their certifications.

·        Medication Acquired: we have now replaced Fentanyl with Morphine.  This was done through and in cooperation with Dr. O’Leary.

·        Fund Raisers: The Little Gasparilla Fishing Tourney was a success.  It gave us an opportunity to sell some more shirts to help pay for EMS needs.  We also had fun with the kids by setting up a ground monitor and a booster line for them to spray water.  The fish fry that followed was very scrumptious too.

·        House Numbers: they are in!!! We gave out as many as we could during the fund raiser and while driving around.  Anyone still needing theirs can call us and arrange to pick them up.  We also went to many  homes to locate the best place to install the placard for our visibility.  Thank you to everyone for being so agreeable.  If we can’t find you, we can’t help you!!  I believe this is a co-op with the Little Gasparilla Property Owner’s Assoc.  Thank you greatly.

·        911 Refridgerator Forms: were given out and are available.  All of the forms and street numbers are together so that we can get them out to you when you stop by.  Remember, if you rent your home the fridge forms are necessary because it reminds them to mention Charlotte County, tells them the physical address and the closest dock.

·        Red Back Packs: we have again reorganized.  With only one guaranteed responder we have moved to a single bag that combines many of our needs.  It is certainly not easier for us to carry but it limits our trips back and forth. 

·        Inventory – after completing the final list we have moved into this century and a computerized form/record is being worked on.  Chuck is helping.

·        Florida State Fire College: I was able to finally get the necessary information from Susan Shell and Nancy so that I can keep all of our volunteers and P/T personnel registered with the state.  Barb Travers is working on providing me with all of our personnel’s necessary information to accomplish this.  This is vital and time sensitive to keeping everyone certified.

·        Ongoing computerized training: looking into options to help keep everyone up to date especially with the required EMS hours mandated.

·        Stores:  numerous trips as always to keep us running.  Walmart, Publix, Medicine Shoppe, Lowes, Home Depot, Ace Hardware, etc.

·        Scheduling: September has been covered fully.  I made sure we had 2 on hand for the Labor Day weekend.

·        Station and Equipment Tours: We have had many come by and we are always happy to show you around the equipment or station.  Please call first so you know we’re in.  We are working on the doorbell so you can ring from downstairs.

·        Station Safety: I have enforced a station locked policy.  After 9/11 most FDs and many businesses have went to a coded entry system that only the FF’s know.  This is my personnel’s home for the day.  They have valuables or could be in the shower, etc.  and deserve privacy.  We also keep our extra supplies here so we must maintain their security.  Sorry for any inconvenience.

·        Meetings: There have been countless meetings with Board Members in regards to grants, inventories, new pumps and more.

REPAIRS:

·        Housing for the mower didn’t pan out so they are still searching for us.

·        Trimming of trees is an ongoing battle.  Ron Watson has mentioned creating a tree trimming crew.  If he would like to head that up and organize it I will be sure that the on-duty person(s) will be there to help.  With all of the rain the streets are in need.  We trim the necessity to get by but it would be nice to do more on a more consistent basis (monthly/quarterly).

·        The yellow house on Rum Runner is being revamped for the new Chief’s arrival.  I know Glen, Sari, Midge and many others have helped.

·        EMS Shelves – I installed new ones for easier organization and future ordering.

·        Float-a-pump – was not running to capacity so myself and Darren C. (with the help of Kevin’s tools) got it running properly again.

·        Tender #1 – brakes need professional repair.  Bleeding or more.

·        Hose Truck – needs professional carburetor work.

·        Mini-pumper – sylinoid burned up.  Chuck has a replacement.

·        Tender Covers – both tenders have been covered with new salvage covers

·        Ceiling in bunkroom – Tarpon Realty still needs to replace the drywall damage created by the A/C leak.  I have contacted numerous times.

·        We may have an opportunity to get some mechanics out here to go over our equipment in exchange for staying at the Yellow house while doing it.

UPDATES:

·        Polaris Keys: They have been completed.  Thanks to Donny with Charlotte County for getting the blanks and to Ace Hardware of Placida for making them at no cost.

·        Grants:  As mentioned, they are ongoing.  Getting closer.  I and many others have put a great amount of input on our wishes for what we think will help us.  Ultimately, it will be the board that approves what is purchased.  We are creating a tool box of equipment.  We may not have the manpower to utilize everything but when our mutual aid arrives they will be able to assist us.  Remember, they will not be able to bring it with them so we have to have it here.

·        Hep-B series: I have only received one definite request.  In light of that we have decided that they will be able to get the series done at the health department of a clinic and they will be reimbursed.  This will allow them to go at their convenience and eliminate our need to order excess amounts not needed.

·        Driving of Vehicles:  Vehicles are operated/pumped daily.  Driving is to be done once a week.  Currently we can’t drive the White Tender due to brake issues.  All of the other vehicles have been.

·        Medical Supply Request from Charlotte County: September Update – I met with Deputy Chief Taylor, Deputy Chief Fair and Chief Didio with Charlotte County.  They are unable to purchase items and sell them to us due to legal issues of tax exemption.  They are unable to exchange them with us before they go out of date because there is no guarantee they will be able to use them which would create a cost to them.  What they have done is provide me their vendor list and they will write us a letter, if needed, requesting that the vendors honor the prices given to Charlotte County.  In addition, they will continue to exchange items that we use on the call since they would have had to use it as well.  They have been very supportive and helpful to us whenever possible so thank you to them.

·        Some upcoming issues to address:  1) We will need to test any bunker gear we do not replace via the grant to ensure safety.  2) We will need to hydro test SCBA bottles that are out of date so we have back-ups.  3)  Purchase new or test current extinguishers before going out of date.  These are periodic expenses that can’t be avoided.  They have been included in budget proposals that have been presented to the board so they will become a line item in the future.  They can be offset so that each doesn’t occur in the same year.

·        New Live on island Chief Candidates: The selection committee is down to two candidates.  Candidate Cleveland had a family loss and is being rescheduled.  Candidate Demeter had an issue as well and is being rescheduled.

In conclusion, we are busy as always.  Thank you to all of the responders that have come to the scenes to help as well as Sta. 4 and 14 crews.  Thanks to those that have picked up their new address numbers and other paperwork.  Thanks for all of the transports back and forth to the main land from Bob and everyone else.  Thanks to Pede and Barb payroll, Glen for fuel, Kevin and the Hide Away crew for the tools.  Dr. O’Leary, Chief Didio, D/Cs Taylor and Fair for always being available.

      I’m usually unable to make the Board Meetings because I must work around my P/T personnel’s schedule.  Also, I have two children that travel around the state playing soccer so if I’m not working I’m on the road.  I will make every effort to have the Chief’s report ready for the meeting and I will send the on-duty personnel down also.  I think it would be a great opportunity for you to get to know them.  If anyone has not met me yet please call and invite me over or come by the fire house and say, “Hi”.  I look forward to meeting the Chief Candidates and working with the one chosen into the future.  In the meantime, I will continue to do whatever I can to help Little Gasparilla Island Fire Rescue be successful.

Chief’s Update for July 1 thru Aug. 8, 2011Hello LGI,     July is one of our busiest months as you know.  We have had more residents and visitors on island than any other month.  As always, the P/T firefighter/paramedics and I have worked diligently to continue creating the best department we can.  We try to be out in the community on a daily basis and assist our residents in any way possible from medical and fire calls to giving you a ride or helping you carry items.  As always, if I leave anything or anyone out, I apologize.  ·        CALLS: We ran 10 emergency calls in July and 3 in August already.  From talking to the regular residents, it seems our “season” is lasting longer and therefore, our call volume will continue to increase as well.·        Personnel:  We have continued to bring on quality P/T FF/PM.  We have tried to rely on those available on a consistent basis so that their knowledge of the island and equipment is exceptional.  However, there are days that can’t be filled so we need others with quality training and experience to fill in.  This also lets their knowledge grow.  I have also created a file of interested personnel should a future need arise.·        Volunteers:  We have brought on more volunteers.  We are up to (9) now.  They are all Firefighter II – Certificate of Compliant and either Paramedic or EMT certified.  They must also have their Advanced Life Support, Basic Life Support-CPR, and Emergency Vehicle Operations Course.  They have the same training as the paid personnel but could use more experience.  There were 11 days when manning was increased.  This creates a much better ability to provide service and makes it safer for our personnel as well as meeting the requirements of our agreement with Charlotte County Fire and EMS.·        New portable radio.  Just before the 4th of July weekend our portable radio communications was replaced.  Our main portable gives us more capabilities than the Island responder’s radios so it was imperative to replace it before the weekend.  Charlotte County’s Communications rep, Doug, was a great help.  I have also worked with Chief DiDio on getting a second EF Johnson with charger so that we have one immediately on hand if there is a future problem.  They are bringing that out today on M-1 if possible or I will pick it up at St. 4 in the morning.·        Rapid Sequence Intubation (RSI) Protocol completed.  Dr. O’Leary wanted us to complete a protocol for securing a pt’s airway when it is in their best interest.  I wrote it and it was approved by him and is now in place.·        Fund Raisers – July 3rd and 4th.  Thanks to Bob for organizing and all of the cooks, etc for all of the hard work.  Myself and the crew were in and out of both.·        July 4th Parade – we had 2 units in the parade and it was a great success.·        Medications acquired to be able to medicate the patient and perform RSI.  They were ordered and are now available by our paramedics if needed.·        Refrigerated medications locking and accounting system.  Some of our medications need to be refrigerated and are required to be controlled.  A locking system has been added to secure this as well as an inventory/tracking form created.·        A second airway bag has been placed into service.  This allows us the option of treating a pt or personnel.  We only have one paid person on duty at a time so manpower is limited and there may not always be someone available to bring the EMS unit.·        A second ALS Box has been prepared as well for the same reasons.·        Final inventory of station and EMS needs list being sent to Deputy Chief Taylor of Charlotte County.·        SCBA HYDRO – all have been moved so they are all in date.  ·        Stores: numerous trips to various stores to provide daily needs as well as repairs to vehicles.FREE ACQUISITIONS:·        Gear from Florida Firefighters Assoc.  5 sets of bunker coats and pants were donated to us.  Rocky, when Acting Chief had requested 15 sets and they gave us what they had.  Thanks to them.·        Life Jackets x 4.  They have been placed as follows:  2 on Squad 1, 1 on the mini-pumper and one on the Polaris.·        Fitted medication cooling containers x 3 for keeping the required medications cold.·        Axle and tongue to possibly build a trailer, if needed. ·        Fred repaired and donated his old compressor.  Thank you.·        Batteries from DuracellREPAIRS:·        Flat tire on the green Tender #2·        Battery box and terminals on Tender #2·        Headlights on LGI mini-pumper·        Hose truck starting issues again·        A/C unit in the firehouse replaced by owner·        Office re-organized yet again to accommodate the new gear in an orderly fashion so that our P/T and volunteers can utilize it.·        Lawn mower – new pull-cord housing is being picked-up tomorrow (hopefully).  Tecumseh is not a brand carried by the stores/home improvement centers locally but I found one at a small home-run dealer in North Port. Training Offered: (Tuesdays 6:30 to 7:30 at the station)·        Orientation – numerous for the new P/T and volunteers as well as others that come out to consider doing either.  This is very labor intensive and time consuming to be sure that they are competent and capable as well as informed.·        July 5 – none due to holiday ·        July 12/13 – CPR refresher to explain new changes and practice·        July 19 – Second offering of CPR refresher·        July 26 – FEMA information/Hurricane assessments·        August 2 – Hydraulics/Pumping – mini-pumper and float-a-pump·        August 9 (tomorrow) – second offering of Hydraulics/Pumping ·        Potential Class – Official CPR certification class and/or renewal.  One of our P/T personnel is looking for a date in August or possibly September.  It will be done at a good cost and some of the proceeds will benefit LGI EMS funding.Updates:·        Polaris Keys:  No one in the area could provide us with these.  Cape Coral has the closest dealer and they do not carry the blanks to make them.  Also, we made every effort to not have to take the keys off island but we have no choice.  Donny with Charlotte County has acquired blanks for us and I will be taking them to have spares made.  We will still be in service to respond.·        Radios – as mentioned, we will be getting an EF Johnson and charger with full capabilities as a back-up.·        Grants – they are working on acquiring the funds to purchase bunker gear and pumps.·        Hep-B series for active LGI responders – our medications via Dr. O’Leary are ordered through the Medicine Shoppe in Punta Gorda.  I spoke with them again this morning and they can only order them in groups of 10 and they will not be available until the end of August at the earliest.  The cost is $1600.00 so I would like to use the time we have to see if Dr. O’Leary has any other option for acquisition that might cost less or where we can order them in a smaller quantity since we do not need 10 sets. ·        Driving of vehicles:  Every vehicle gets driven daily and/or weekly.  Due to the extensive rain we have tried not to operate the Tenders beyond the area they are staged in.   Due to their size it is best to have at least 2 personnel available.  The island golf cart activity alone has damaged the roadways, so we felt it prudent to minimize that for now but they were both driven yesterday.        As always, thank you to all of our responders that have come to the scenes to help.  Thank you to I am married with 4 young children so it is not possible for me at this time.  I have been dedicating three 24 hour shifts a week as well as covering any call-offs and until coverage arrives (an average of over 70 hours/week).  I enjoy working here and I have given 100% dedication.  I was charged with providing coverage and bringing on personnel, organizing and maintaining equipment to provide the daily operational needs of LGIFR and I have done that.  From my first day, I advised that I would dedicate myself to LGIFR as long as I could provide for my family.  I gave up an opportunity to go to work for Charlotte County Corrections because I wanted to help LGIFR succeed.  I would like to continue as the Assistant Chief and support the new Chief when he comes on board.  We truly need at least 2 dedicated LGIFR officers working together with a few P/T personnel and a strong volunteer staff.   Saving lives and property is our mission, Robert J. LITTLE GASPARILLA ISLAND FIRE AND RESCUE CHIEF'S REPORT- JUNE 2011


Little Gasparilla Island Fire & Rescue has went through some significant changes over the last 4 weeks. In the last 4 weeks we have hired 18 part-time firefighters, 4 volunteer firefighters and we are still supported by our most important asset the island responders. Many residents may have already noticed the firefighters driving daily to learn the Island. Although the Island has some unusual situations the layout is not too bad. The best thing about the Island is that there is no single address the same. This means that every street does not contain a 300 Block. Because of this it actually makes it easier for the firefighters to navigate. I would remind all residents to please place numbers on your homes. We can’t help you quickly if we have to stand in the street and count homes in the dark at 3am.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 Over the last 3 weeks most of the firefighters have had an orientation which included a tour of the island including the north and south end. We have all discussed tactical issues and ways to overcome many situations depending on conditions. It should be noted that everyone has been told to stay off the beach and access points so you may see them walking around or by your home. They are just trying to understand the layout of the island.  Over the last 4 weeks LGIFR has responded to 5 calls: A Cart AccidentA small fire at Hideaway Bay A tank that washed ashore requiring hazmat a sick person callan injured person call. All calls for service are being documented and processed for the National Fire Incident Reporting System. ( NIMS ) Nature of Call          &nb sp;        Number Fire Call                         &n bsp;  2Fire Alarm           &nbs p;            0Trauma Call                      2Medical Call                       1  It should be noted that for the first time the part-time firefighter had a volunteer firefighter on 2 of the five calls. The fire occurred at shift change and included 2 firefighters. As the chief I have been on the island many days providing additional manpower. Also noted was the prompt response by island responders we thank you all so much. Equipment: We have found out the Assistance to Firefighters Grant is ready to go and we will begin acquiring equipment very soon. It was asked if we could alter the grant and yes an amendment can be done but only for like items, a pump for a pump. We found a Float A Pump that had been donated and thanks to firefighter Bart Hutchinson it is running great. We were able to pump from the pond at Hideaway Bay into the mini-pumper and supply several configurations with an impressive flow. This is another tool in our arsenal to assist us as needed. Currently we are awaiting the arrival of 15 sets of donated fire gear from the Florida Firefighters Association. The order has been made and it should arrive in the next week or so. We also have obtained at no cost helicopter landing strobes for use while landing the helicopter for Trauma, Heart attacks and Strokes. Apparatus: The Polaris was recently repaired by Charlotte County and the Hose truck is being looked into by our firefighters. We are also egger to begin work on Tender 2 getting the tank and pump on it and we intend to create a jet dump on it as well for shuttle operations.  Station: We had a couple of issues with the station, one busted water pipe and a leak that lead to damage of the ceiling in the station. Tarpon Realty was notified and this is being taken care of. Training: We have begun our regular Tuesday night trainings again for the island responders and we will incorporate the volunteer firefighters as well into this training.  Fire Chief  Report for March 2011
 

As a result of your Fire Department winning the Assistance to Fire Fighter grant, the appropriate persons were on the island to measure the fire fighters for their necessary bunker gear. This is one of the items that this grant is providing.  We are moving forward with acquiring the major equipment for which the grant was awarded to us. The water pumps that are so badly needed and are an integral part to obtaining the necessary water supply to protect your home and property are on order, however we await the receipt of the funds from the grant. 

 

Your fire fighters have also received their goggles, gloves and helmets from the Forestry grant, and will soon receive their boots.  All this equipment is appropriate to fighting brush fires.

A new First Responders class started March 30th, 7:30 at the Hideaway Bay Clubhouse Conference Room.  Those already having their First Responder certifications continue in training on Tuesday’s at 7:30 also at Hideaway Bay.

                    FIRE TRAINING Our First Responders are receiving continuing education on EMS training so they’ll be far advanced over standard First Responders.  They are currently enacting trauma incidents and training on the appropriate response and assistance to the Paramedic/Chief.  They have been practicing on other fire equipment and pre-fire planning.         & nbsp; FIRE/EMS RESPONSE  We are staffed 24/7 and are here for the citizens of the island.  We are dedicated to mitigating Fire/EMS incidents to the best of our abilities within our capabilities.           & nbsp; FIRE FIGHTING EQUIPMENT As reported above, the water pumps included in the AFG grant will provide the water supply on the island for emergency use.  We continue to evaluate the needs of LGIFR and report to the Board of Directors.         & nbsp; PRE-FIRE PLANNING FOR EMERGENCIES Board Member Chuck Soderquist and myself completed the extensive pre-fire planning and prevention survey of all island residences.  This thorough survey provides a basis for an action plan to be implemented when a fire emergency develops on the island.  The goal is always to prevent fires and be prepared when accidents occur.         & nbsp; FIRST AID  Is offered at Station 1 located at 9540 Jolly Roger Trail or at your location.  When in doubt, do not move the injured person  -  call 911.         & nbsp; FORESTRY GRANT Fire fighters have been measured for the equipment that the grant is providing.            & nbsp; FREE BLOOD PRESSURE SCREENING Offered at Station 1 – 9540 Jolly Roger Trail.  We ask that you call first to ensure we are at the station, however we do handle walk-ups.  270-7607         & nbsp; ASSISTANCE TO FIRE FIGHTER GRANT  ( AFG )  We won this grant for fire fighting equipment and we have not received the funding yet.  It is for $94,000 and our match is 5%.  This grant will provide for the water pumps and other equipment.         & nbsp; HOUSE NUMBERS/DOCK NUMBERS Please check to see that your residence is marked with your island 4 digit address number.  This is the number we look for in case of an emergency call.  If you need assistance placing the numbers on your residence, or have a question of where would be the best location, please call LGIFR as we are happy to assist residents. The Little Gasparilla Island Property Owner’s Association is providing house numbers for free to those who join the LGPOA for only $25 per year.         & nbsp; INSURANCE RATING We are working on the ISO pre-survey packet.  Requirements include specific equipment for which the AFG grant is helping us to acquire.  This is a lengthy process that will establish our ability to be surveyed for an improved insurance class rating.          & nbsp; LOCATION DESIGNATIONS LGIFR Station 1  -  9540 Jolly Roger TrailLGIFR Station 2  -  Grand Ave lotEquipment Storage  -   Shed at Station 2         & nbsp; NATIONAL INCIDENT MANAGEMENT SYSTEM COMPLIANCE  National Incident Management Systems ( NIMS ) compliance is required for recipients of grant funds.  In order to work towards NIMS integrated communication system, we are now approved to begin fire reporting electronically.  We no longer have to submit reports to Charlotte County, instead we are submitting directly to the State of Florida.  I have delegated this task to Lt. .Fire Chief Report for January & February 2011

 

 

 

 

  I am pleased to announce that your Fire Department has won an Assistance to Fire Fighter grant.  Our competition was every other fire department in the state of Florida!  This grant will provide the water pumps that are so badly needed and are an integral part to obtaining the necessary water supply so your department can protect your home and property.  The grant also includes funds for Bunker Gear, Lights, Ladders and Training. 

 

We also received final approval on the 50/50 Forestry Grant which was for Boots, Goggles, Gloves and Helmets appropriate to fighting brush fires.

 

It was apparent to islanders who observed one of our medical calls, that a Chair Stretcher was necessary.  They organized a Chicken Dinner event and raised approximately $ 2013.  I am most grateful to them and their demonstration to show their support for your Fire Department.  Subsequently, Charlotte County donated a Chair Stretcher and the money from the event will be used to fund our ongoing EMS initiatives. 

 

Remember, we are going into the drought season and islanders need to use special caution.

 

We want to remind all residents that they should implement their own fire protection by having smoke detectors and testing them on a regular basis.  If someone is unsure as how to maintain their fire alarms, please call the fire station and we would be happy to answer all questions on this subject.

 

In the previous fire department where I worked, I held many meetings on fire prevention and I would be happy to host events here on the island to educate residents on the many techniques for fire prevention.  Just give me a call.
