Little Gasparilla Island Fire & Rescue, Inc. Fire Chief Report for December 2010 

For the past 3 months we have been preparing a thorough and detailed Pre-Fire Planning and Fire Prevention survey for all of Little Gasparilla Island.

 

The Plan that is being put in place is to ensure that the fire department can protect every residence.  The survey reveals our island’s strengths and weaknesses on meeting the demands of an emergency for fire fighting and foremost, fire prevention.

 

We want to remind all residents that they should implement their own fire protection by having smoke detectors and testing them on a regular basis.  If someone is unsure as how to maintain their fire alarms, please call the fire station and we would be happy to answer all questions on this subject.

 

In the previous fire department where I worked, I held many meetings on fire prevention and I would be happy to host a couple of events here on the island to educate residents on the many techniques for fire prevention.

 

Many residents have brought to my attention their strong interest in learning CPR.  Upon obtaining a list of how many persons would attend, I can set up and schedule a class.  I would like to have the class before March 2011 to meet the wishes of many residents that are here during the winter months.  Please call me on the non-emergency number of 941-270-7607.

( NIMS )   Through December 31, 2010 LGIFR has responded to 74 calls. Call #         &nb sp;          Nature of Call 71         ;            &n bsp;    Fire Call72          &nbs p;            & nbsp; Fire Alarm73          &n bsp;               Fire Call74          &nbs p;            & nbsp; Trauma Call         & nbsp; CREDENTIALS Each Paramedic working for LGIFR has met with Dr. O’Leary and has been credentialed to work under his license.  This allows for the Paramedics to provide Advanced Life Support  ( ALS ) on the island.  We are working to increase the level of service provided on the island with new protocols and medications.  Currently our protocols and treatment modalities are one of the most aggressive and best programs in the state.         & nbsp; EMERGENCY CALLS  Dispatching of fire/ems calls has improved with the recent fire events being called in to 911 and our units were dispatched appropriately.  Please remember – in the event of an emergency call 911.            &n bsp;   EMERGENCY!  CALL  -  911            EMS CAPABILITIES LGIFR is now at an Advanced Life Support ( ALS ) level and received approval by the State of Florida October 10, 2010.         & nbsp;  EMS TRAINING We are planning a First Responder class and interested islanders need to contact LGIFR as soon as possible to be placed on the class roster.  The class is to begin January 2011.  Please contact Pete Reilly at the non-emergency number of 941-270-7607.         & nbsp; FIRE TRAINING The Fire Responders continue to meet for their training with me on Tuesday evenings to train and learn the guidelines of laying fire hose as well as practicing on other fire equipment and pre-fire planning.  Please feel free to come and observe our initiatives.          & nbsp; FIRE/EMS RESPONSE  We are staffed 24/7 and are here for the citizens of the island.  We are dedicated to mitigating Fire/EMS incidents to the best of our abilities within our capabilities.             & nbsp; FIRE FIGHTING EQUIPMENT LGIFR is researching possible solutions to providing a water supply on the island for emergency use.  We will be evaluating the needs of LGIFR over the next month to make budgetary recommendations for the 2010-2011 year.         & nbsp; PRE-FIRE PLANNING FOR EMERGENCIES Peter Reilly and Chuck Soderquist completed the extensive pre-fire planning and prevention survey of island residences.  This thorough survey provides a basis for an action plan to be implemented when a fire emergency develops on the island.  The goal is always to prevent fires and be prepared when accidents occur.         & nbsp; FIRST AID  Is offered at Station 1 located at 9540 Jolly Roger Trail or at your location.  When in doubt, do not move the injured person  -  call 911.         & nbsp; FREE BLOOD PRESSURE SCREENING Offered at Station 1 – 9540 Jolly Roger Trail.  We ask that you call first to ensure we are at the station, however we do handle walk-ups.         & nbsp; FORESTRY GRANT Is in the final stages of approval.         & nbsp; ASSISTANCE TO FIRE FIGHTER GRANT  ( AFG ) Looks promising, but after the recent changes in the political environment, cuts were immediately made to this program.  We should have some answers within the next few weeks.         & nbsp; HOUSE NUMBERS/DOCK NUMBERS Please check to see that your residence is marked with your island 4 digit address number.  This is the number we look for in case of an emergency call.  If you need assistance placing the numbers on your residence, or have a question of where would be the best location, please call LGIFR as we are happy to assist residents. Florida Power and Light has been renumbering the poles.  This project is complete and all FPL poles have been changed to reflect the new dock numbers.         & nbsp; INSURANCE RATING We are completing the ISO pre-survey packet.  This document will establish our ability to be surveyed for an improved insurance class rating.             & nbsp; LOCATION DESIGNATIONS LGIFR Station 1  -  9540 Jolly Roger TrailLGIFR Station 2  -  Grand Ave lotEquipment Storage  -   Shed at Station 2         & nbsp; NATIONAL INCIDENT MANAGEMENT SYSTEM COMPLIANCE  National Incident Management Systems ( NIMS ) compliance is required for recipients of grant funds.  In order to work towards NIMS integrated communication system, we are now approved to begin fire reporting electronically.  We no longer have to submit reports to Charlotte County, instead we are submitting directly to the State of Florida.  I have delegated this task to Lt. LGIFR NOVEMBER CHIEF'S REPORT
:

 

Chad Bradt is releasing all responsibilities of Chief of Fire and Rescue Operations to Pete Reilly effective December 4, 2010. Pete has been preparing and acting in this capacity with the title of deputy chief since he came on board on August 23rd, 2010, therefore Chad is confident this transition will be a smooth and uncomplicated change for the island fire response team and all personnel.

 

Chad would like to remain as a member of the organization on a part time basis and assist as needed and remain dedicated to complete any outstanding projects. Due to his ongoing personal issues he has requested Peter Reilly take over permanently as the Chief of Little Gasparilla Island Fire Rescue Department. The change will take effect as of December 4, 2010.

 

As of November 2010 Glenn Taylor was interviewed by Pete Reilly and officially hired to work part time to cover the island as a Paramedic and Fire Fighter.

 

Glenn worked his first eight hour day shift on November 29th, 2010 while Pete Reilly and the Chief Medical Director, Dan O’Leary went to the Mainland Fire Departments to introduce Pete Reilly to the Local Port Charlotte Fire Department and Boca Grande personnel. This was a very productive meeting for them to extend their current resources and share ideas. This opened up more opportunities with channels of communication for Little Gasparilla Island Fire Department and the team.

In order to continue to grow as an organization an operational chart was established. This will allow for projects to be streamlined and increase the efficiency of our efforts. Due to personal issues the Chief of Fire and Rescue Operations will be retaining his required duties as dictated by the bylaws but will reduce the amount of time he is on the island. The Deputy Chief of Fire and Rescue Operations will be on the island to oversee the day to day operations and assist with any duties assigned by the Chief of Fire and Rescue Operations. This transition will occur during the month of October.

            Emergency Calls

In the event of an emergency call 911. Charlotte County Sheriff’s Office provides dispatch services for all emergency units in Charlotte County.  The dispatch center handles all 911 calls and then routes them to the appropriate console for dispatch. LGIFR is dispatched by the Fire/Rescue console operator. Our policy is brand new to

 

them and will take some time to work out any flaws in the system. One of the first calls was during the Labor Day weekend. The dispatcher did not follow the new policy causing a delay in dispatching LGIFR. During the incident the dispatcher realized the error and LGIFR was dispatched. Our units responded and from our initial notification we were on scene with in three minutes.  This incident was reported to Chief Didio for his investigation. The dispatchers were updated on the information for LGIFR. This has led to a meeting monthly between LGIFR and CCFD to address any operational or dispatch issues.            & nbsp;           &nbs p;            & nbsp;           Please--- Emergencies=911        &nb sp;   EMS CapabilitiesLGIFR remains at a First Response level awaiting final approval by the State of Florida to go ALS. Charlotte County approved the Certificate Of Public Convenience and  Necessity and the application forwarded to the State EMS Office for final approval. The application was received Monday and according to the processor we are waiting on funds verification. Our approval should be in place sometime next week.        &nb sp;    EMS Training

A First Responder class has completed their program. Each student will be issued a First Responder Certificate of Completion and an American Heart Basic Life Support Card. The next class is expected to begin the last week of October. Interested Islanders need to contact LGIFR as soon as possible to be placed on the class roster.

LGIFR has been providing orientation to Charlotte County Fire/EMS. Fire classes are on track to continue start the third week in October.

LGIFR is researching possible solutions to providing a water supply on the island in case of emergencies. We will be evaluating the needs of LGIFR over the next month to make budgetary recommendations for the 2010-2011 year.

Please check to see if your residence is marked with the island four digit number. This is the number we look for in the case of an emergency call. If you need assistance is placing numbers please call LGIFR.  Florida Power and Light has been working with LGIFR to renumber the poles and docks. This project is completed and all the FPL poles have been changed to reflect the new dock numbers. The old dock tags will be removed during October.

LGIFR is continuing thru the pre-survey packet. The survey establishes our ability to be surveyed for an insurance class rating.

National Incident Management System(NIMS) compliance is required for recipients of grant funds. In order to work towards an integrated communication system we were approved to begin fire reporting electronically. We no longer have to submit reports to Charlotte County but instead we are submitting directly to the State of Florida.          &n bsp;

            Calls for Service

 All calls for service are being documented and processed for National Fire Incident Reporting System. In August  LGIFR responded to:

Medical- - none reported

Fire- (2) fire alarms (1) smoke in a residence from electrical fire (1) service call

            Emergency CallsIn the event of an emergency call 911. A recent incident actually caused a delay because an islander told a resident not to call 911 but to call the Fire Chief on his cell phone instead. This is a dangerous practice and delayed having units dispatched and locating the residence. Please--- Emergencies=911        &nb sp;   EMS CapabilitiesLGIFR remains at a First Response level. LGIFR was inspected by Charlotte County Fire/EMS and passed. A recommendation for LGIFR to be issued a Certificate Of Public Convenience and  Necessity has been forwarded to the County Administrator for final approval. The final hearing is set for September 14, 2010 with time TBD.LGIFR is on track to be providing ALS by the beginning of October.                               &nbs p;      EMS Training

            Calls for Service

            EMS CapabilitiesLGIFR remains at a First Response level. LGIFR is proceeding thru the approval process to be an Advanced Life Support provider. We received the new cardiac monitor this week. LGIFR has retained Dr. Dan O’Leary as our Medical Director. This is a requirement for the application to provide Advanced Life Support. There will be a public hearing in August during the Charlotte County Board of County Commissioners meeting to discuss the Advanced Life Support Application for LGIFR. The final hearing is set for mid September. Times for both meetings are TBD. LGIFR is on track to be providing ALS by the beginning of October.        &nbs p;            & nbsp;  EMS Training

factory. LGIFR has received several equipment donations which include TFT nozzles, two smoke ventilations fans, six survivair air packs, various sized face masks and

thirteen air bottles. The air packs and air bottles meet State/Federal guidelines for safety.

Squad 1 had the windshield replaced during July and LGIFR would like to thank Eldred’s Marina for their assistance in transporting the vehicle to and from the island. The EMS Cart is scheduled to be on the island in the next few weeks per Chief Didio.

The vehicles are stored at either LGIFR Station 1 or LGIFR Station 2.  Long term We are in need of a facility with a secured bay to increase the life expectancy of the vehicles.

LGIFR remains at a First Response level. We have received permission from Charlotte County and the State of Florida to apply for an Advanced Life Support license. The process requires two applications and two inspections. With LGIFR Board approval we could begin the process as soon as possible.
